Should the Royal Commission question its own terms of reference as a part ofits investigations as to why over the decades so many institutionsfailed the children of society?
If there was one condition that needs to be looked with the greatest ofscrutiny that is the aspect that set the agenda for the redress packagethat the Commission produced. To have a condition that says determinewhat redress will be based on firstly considering the ability of theabuser to pay the full cost.
This established a discount rate for the abuser before any otherconsideration has been made, Looked at squarely it is the publicstripping of the right of the survivors to be provided with their fulland proper entitlement. Instead we got a package worked on a suggestedbudget based on what someone thinks these institutions can afford.
Of course this is not justice in any way as it is simply an accountingexercise. Under those criteria the Royal Commission was simply set up to be the next line of abuse against those of us who have already beenabused beyond the ability of many to comprehend.
With the package defining a 10 plus year time frame at the conclusion of its inquiries says that some of us will not see our way into a court roomfor and 10 or 15 years. First the wait for compensation, some will beable to join class actions, many will not qualify for the major casesand so will be left to find suitable pro-bono providers as the redressfunding $$ have been defined for use in talk therapy only. Your budgetredress package is missing almost entirely the entire gamut of theassociated ills resulting from abuse in early childhood.
Talk therapy whilst is the best frontlinetreatment does nothing for the survivors personal position, theirhealing journey is stymied as a result of the poverty they have beenforced to live with as a result of their abuse. Many have yet to receive any form of compensation or assistance, others are still flat outdenied and the only form of support provided is to have someoneavailable to talk to on an appointment basis who is unable to assist you with your real life needs.
If there were a plan to plan to fail thenthis is it - the cheapest most ineffective program from the survivorsperspective based on the ability of those institutions our governmentused and allowed to abuse us for decades.
Money for war = $31.8 billion; money to provide justice and safety for children $4.3 billion.
