EMILY Baggott was loved by all who knew her but died because her mental anguish
was a mystery.
 
The 16-year-old Kuranda girl hanged herself in October 2005 after a short life
marked by sexual assault, predatory advances by males, self harm and drug
abuse.
 
The coronial inquest into her death condemned the lack of communication between
health services which ensured her medical history remained a mystery to her
father and stepmother.
 
"If we were informed it would not have happened," her father Tony Baggott said
outside Cairns Courthouse yesterday.
 
Emily moved to Cairns to live with Mr Baggott and Fay Allen in August 2005.
 
Coroner Tina Previtera found "the documented history available in Cairns was
inadequate and symptoms of depression were not explored".
 
Ms Allen said all available files about Emily were handwritten.
 
"Most of them were illegible," Ms Allen said.
 
Emily was treated for suicidal thoughts in New South Wales and the Gold Coast
but the files were not sent to Cairns.
 
Her records were not available to Mr Baggott and Ms Allen for confidentiality
reasons.
 
"We were shocked when we read the medical records," Ms Allen said.
 
"It was the first time we knew she was high risk."
 
A Cairns youth psychologist had assessed Emily to be a high chronic long term
risk rather than a high acute risk.
 
Ms Previtera recommended confidentiality be balanced with patient safety and a
state-wide database of medical records be implemented.
