What constitutes harm to a child?
Inthe last 50 years there has been a gradual shift in the social mindsetabout what constitutes harm to children. What was once accepted asdiscipline might make the front page of today's newspapers as childabuse.
Onestarting point for discussing harm to children and what constituteschild abuse is Section 9 of the Child Protection Act 1999.
Harmto a child is defined as "any detrimental effect of a significantnature on the child's physical, psychological or emotional wellbeing".Such harm can be caused by "(a) physical, psychological or emotionalabuse or neglect; or (b) sexual abuse or exploitation and the Actstates that it is "immaterial how the harm is caused".
