Church lays the blame:[1 State Edition]

ADELAIDE Anglican Archbishop Jeffrey Driver has blamed pedophiles within the
church and officials who failed to act on child sexual abuse for widespread
financial cutbacks.
 
Archbishop Driver said yesterday he wanted to make "it absolutely clear that
responsibility for these cutbacks lies with those who abused a sacred trust of
leadership, and to an extent with the diocese itself for responding too slowly
to the situation before it".
 
Archbishop Driver was responding to a report yesterday in The Advertiser which
revealed Anglican parishes in Adelaide would be asked to contribute 1 per cent
of their annual income to a special levy for 10 years to help cover the costs
of child sex abuse.
 
The levy - the first of its kind in the church's SA history - will be discussed
by the Diocese of Adelaide Synod at its annual meeting at St Peter's College
later this month.
 
"Synod will discuss a wide-ranging financial strategy not just to fund payments
to survivors of sexual abuse, but to put in place initiatives for service and
ministry within Adelaide into the future," Archbishop Driver said.
 
"The diocese does not have massive reserves or assets it can liquidate and when
I came to ministry here (in October 2005) it was running a significant deficit
budget.
 
"So it's a matter of looking at a range of options."
 
The Synod also will be asked to approve the subdivision of Archbishop Driver's
official residence in North Adelaide, Bishop's Court, cuts to grants programs
and the sale of a Barossa Valley campsite.
 
The plan was developed by a church working party chaired by a prominent
Adelaide businessman, Keith Smith.
 
"We've tried not to put an impossible burden on parishes," Archbishop Driver
said.
 
"And we've tried to minimise the impact on service areas like chaplaincies. But
there will be some impact across the board.
 
"It has been right that the Church makes a response to the survivors of abuse,"

Archbishop Driver announced in May that the legal bill from a pedophile church
worker Robert Brandenburg, had reached $4 million, forcing the church to borrow
money.
