This person belongs to a group known as demonstrators of paraphilia....
'Paraphilias can revolve around a particular sexual object or a particular act. They are defined by DSM-IV as "sexual impulse disorders characterized by intensely arousing, recurrent sexual fantasies, urges and behaviors considered deviant with respect to cultural norms and that produce clinically significant distress or impairment in social, occupational or other important areas of psychosocial functioning." The nature of a paraphilia is generally specific and unchanging, and most of the paraphilias are far more common in men than in women.'
So no this person's deviancy is not paedophilic...however I will mention this, in my experience it is only a matter of time until the struggle inside this person looks for a fix of sexual perversion fantasy in another act where the object (in this case the unknowingly observed) is forced to consciously interact in some manner with the paraphilic. This may lead on to frotteurism (touching and rubbing against a nonconsenting person) or cross-dressing, exhibitionism to name a few. It is this person's struggle with this secret that isolates them, and leads to further acting out that they have associated with orgasmic release...one of the most powerful desire motivators after breathing, eating and drinking. As their tolerance to the stimulus increases these persons will seek to increase the risk to increase the release until such that it rules their everyday lives to the point they just cannot live without it. This person, depending on their level of fantasizing is still at a development level and should be confronted in a firm and supportive way so as not to effect denial, so that certain treatments can be presented to them.
This person is likely to have fantasized about watching persons most of their life...however the physical doing of this might only be a recent occurrence. Either way this person needs help now before they bury more of themselves into their fantasy life and the peversions rule their life making them a sex offender. Each time their inability to cope with life's challenges their frustration builds, requiring ritualistic repeat of the act that gratifies them...like a drug addict when confronted they will say I'm not harming anyone and I won't do it again...until the next time. After they have been caught their desire for risk grows especially if they got off with little or no consequences. Now they may feel that getting caught is a turn on, especially as they are achieving orgasm... some famous sports stars in SA have exhibited this.(former 36's basketball player upon nearing orgasm would ejaculate on the victim's window pane then knock to be seen then runaway) As the endorphic release dwindles again they are driven to up the risk factor again. And so it goes until one day they get caught having done some act against another because of these fantasies.
